In MAS your access design is your license bill. This inventory is the input to every sizing and security decision that follows, and it is the one piece no vendor can hand you, because they do not know your shop. You fill one row per role, set the headcount, and make two independent choices for each role: one tier and one access type.
Pick one tier per role, from Admin Premium down through Premium, Base, Limited, Self-Service, and No-Access. Pick one access type, Authorized or Concurrent. If only a small subset of a role needs heavier access, split that subset into a separate add-on role instead of raising the whole role. Keeping base roles tight and adding access for the few is where the savings live. Self-Service request and status-only use consumes zero AppPoints, so look hard for honest candidates.
